I know of a PC based systems.   

Check out NECS.  A good design with some fine tools.

Inexpensive and if I'm correct runs under Win 95/NT and is Y2K or will be
soon.
Uses a PC database.  Easily interfaced with VB or Powerbuilder or any DB tool.
