The QPWD* system values affect password changes through the CHGPWD command
only.  If you created your own version of CHGPWD (I was thinking about a
program, not changing the command itself.) for selected users, this would
work.  That program would have to use CHGUSRPRF which ignored the QPWD*
system values.
