 If the system job QSYSCOMM1 becomes extremely busy, is consuming excessive
CPU, and is affecting the overall system performance, the
    priority of the job can be changed using the CHGSYSJOB command.

I'm not familiar with this system job but noticed it recently started
hogging the box.  There isn't a joblog on it but it says it started 3 weeks
ago and it it scarfing up tons of CPU cycles and lots of temp storage.  Any
hints on this one??  I'm trying to avoid an IPL if I can.  We're at V3R7.
