On the user profile...

Limit capabilities . . . . . . . LMTCPB *YES

You could do a dspusrprf   with *OUTFILE, then use that file to do a MASS
chgusrprf cmd. Then you can do a number of things when adding new users.

How do I limit Command line access to normal users i.e. in the USER
class?
I want them to interface with the system via Menu only. Can this be set
system wide for all USER class members?
