But at runtime it's only available on V4Rx, You need to code your own up to V4
(there is example code for C on the AS/400 website)

These Software Clock API's **DO NOT** however, actualy *change* the system
clock or the QUTCOFFSET sysval... they only provide a temporary time value or
delta offset, at runtime...
