I'll give you an example of when you might want to use SWA in a restricted 
state.  After shutting down several tasks in an
 orderly fashion we run the ENDSBS *ALL *IMMED.  We have a program that does 
the same as option 21 of the SAVE 
menu but it also logs the time of each step.  The program will hurl on our 
as/400s that are busy netstation users.

Restricted state means the controlling subsystem has not been started,
the system itself can have lots of  concurrently active jobs and even
subsystems. So, SWA is very much applicable in a restricted state, and I
see no reason why it should not work.
