In the Dec 1994 issue of News/400 I had an article published on a
printer balancing utility.  We haven't needed to use the utility here
for a good 3 years, so I've forgotten the majority of what I wrote <g>,
but I do remember assigning a data queue to outq's and using the data
queue entries to do the balancing.  There could be something in that
article that will help you.

A snippet I remember is that the data queue receives an entry whenever
the spool file reaches 'RDY' status.  So if you hold and release a spool
file, the data queue receives an entry.  Hold and release it 10 times
and the data queue gets 10 entries.
