The Accommodation Charge should only apply to the purchase of a NEW V4 license for a Model 4xx or 5xx. That should be for a machine which does not have any OS/400 license. So if you just bought your 530 used (and therefore without a license) IBM will accommodate you by allowing you to buy a V4 license. This license will then be resellable with your machine. However if you already own an OS/400 license for V3, you should only be paying the Transition Fee.
