IBM was somewhat hamstrung by consent decrees that limited what they could do. MS on the other hand used very questionable tactics to ensure dominance. "Certainly Mr. Compaq - we don't mind if you pre-load OS/2, as long as you don't mind paying $X per unit of Windows shipped. Now of course if you only load Windows, well we'll only charge you 20% of that figure".
