I don't know this problem, but...
If you use ICS(included OS/400) and QtmhGetEnv with method 'GET', 
check value of 1'st parm of QtmhGetEnv(called ENVBUFF). I think it 
must be same as CONTENT_LENGTH.
If you use I/NET products, I can say nothing, sorry.
