   COMP or the long version COMPUTATIONAL, also in newer versions   BINARY 
works too.

  Hex literals are allowable such as VALUE X'27' or before the  days of hex 
literals, you could use a comp field with a value clause
  that supplied the binary equivalent of the hex value you wanted
  and redefine it as a charactor field such as ....

  01  WORK-FIELDS.
        03  WS-HEX-FIELD.
              05  FILLER              PIC X.
              05  WS-HEX-27      PIC X.
         03  WS-COMP-FIELD  REDEFINES  WS-HEX-FIELD
                                                PIC S9(04) COMP VALUE 0039.
