A little kludgey, but it will work.
1. create a new outq with a data queue attached
2. write a Data Queue monitor program to receive the outq's DQ entry
3. Use the DQ entry to get the spool file info (RTVSPLFA)
4. Use info to create PF and Copy
5. I think you have to have the DQ mon running at all times, but I might be
wrong.

Whenever you want to do the copy, just use a 2 to chgoutq on the SPLF to your 
new
outq.
