Sorry but I mis-spoke.   I didn't mean the order, I meant the signature of the
new block is only used by those created after the service program is
updated.    I wasn't thinking clearly - guess I could blame it on jet lag.
  Again, RTVBNDSRC is a big help when you want to create the binder language
source file for the first time.   Once the service program is created, the
original binder language should only be modified manually by following these
guidelines:
    1) always append new symbols to the end of the export list
    2) never delete any symbols
