This is too often the case in a jargon-overloaded world such as computing. Having said that, I think there may be a use for 'functionality' vis-a-vis 'function', perhaps tp describe the set of 'functions' in something. 'Function, for me, is more singular than collective (you know, like 'sheep' can be both singular and plural). I may be mistaken here. Of course, our cousins across the pond say 'England are...' and we say 'England is...'. Or it may be another example of ignorance trying to sound impressive—something along the lines of '...doing an analyzation of a problem...' :-) Oh, well...
