If possible, fix the initial program to leave the message queue in *hold
mode.  This is the only mode that won't allocate the *msgq and cause the
annoying message.

As it seems that the original request to eliminate the message was due to
unnecessary help desk calls, the only other suggestion I can offer is to
change the first level text of the message (CPF2451) to 'PRESS ENTER TO
CONTINUE'.  This as you are no doubt aware, has it's own set of
ramifications.
