That's is a GOOD deal of what has been discussed in the past on this list - the MYTH that NT is cheaper, and I would question the size of server you would have to have to support 450 users (that would scare me <BG>)... As far as "everyone goes NT" - ya, maybe everyone HAS NT, but are they using it LIVE, AND are they running there core business apps on NT. I'd say doubtfull... I am sure others can provide the figures for Fortune 500 and 1000 sites and the penetration of the AS/400,,, Good luck !!
