I know the post office has a list of all zip codes, not sure if it has
the times.  You can contact them.  They have some Free lists and then
also a purchase type of list that you would receive updates.

from the Net, 
                but now with all of the new code changes my list is not

                I need this file in ACSII format so that I may use it
with Access or 
                Excel. I can download it from the Net if I need to.
