To all - thanks for your help on Commitment control.

It seems the overwhelming response was to use CC

The only area of dispute was over the journaling.

The journaling we are setting up will be used for auditing changes to
the data files.  We are planning to use before & after images on
transaction based files (ie cash, adjustment entry) which we will use CC
on.  
Master files (ex: Property Master) which do not have balances we are
planning to journal after images only.

There are about 7 discrete software systems which will be included in
this project.  How should we divide the journals.  One for everything,
one for each system, one for CC files/ one for other files....

All told there are 500 files involved.  Some of them only get updated
every couple of weeks.  Also we use programs to process the journal
entries to report on certain activities during the month. (ie New
customers Added, Customers with multiple address changes etc)
