Jon,
Perhaps DBgen from Excel systems. I haven't seen it for several years,
but it seemed fairly robust. Their address:

Hi there folks - I have a BP asking me for advice on a data modeling tool for
AS/400. It has to accommodate both existing databases and assist in designing
new ones. They have looked at Silverrun, but find the "bridging" a bit awkward.
I know I've seen references here before but foolishly forgot to file them.
Any thoughts?
