TCP may be a good way to go, but I prefer the simple things in life. I have a printer session defined in Client Access that connects to "FILE:". It is defined as Generic/Text Only. Send the spool file to this and you will then be dowloading to a text file on your PC. No cpysplf, just normal operations. Regarding Monarch: I too always thought they had a download package, but it doesn't matter any more after using the above method. I have found it most useful and powerful. I really should order the new 32-bit version for my NT system. I have so far not found a report that I couldn't parse what I needed. But of course that doesn't mean they don't exist.
