To find who has a lock on the file:

DSPDLONAM.  Document library object is the file. that is locked.  Find and write
down the system object name.

WRKOBJLCK.  Object is the system object name from previous step.  Library is 
QDOC.
Object type is *DOC.

This will tell you who has a lock on the file.  You may need to shut down the 
PC (s)
completely to release the lock.

After the object lock has been release you may need to also do a RCLDLO.  
Document
Library Object is *FLR.
