You have to set the TELNET attributes Inactivity Timeout & Timemark
Timeout.
(INACTTIMO & TIMMRKTIMO)

HOWEVER  - there were PTF's issued so Telnet sessions DID pay attention
to the QINACTITV sysval:

V4R1
SF47141 (superseded by SF47388)

V4R2
SF45391 (superseded by SF47390)

(No - I don't see any PTF's for V3Ranything)
