Retrieving job log after job has ended -- MIDRANGE-L

A while back someone made a request to be able to retrieve commands from 
the job log.  We pointed her to the QHMLJOBL API.  That API works fine if 
the job is still active, but once the job terminates and the job log is in 
the OUTQ, you get a CPF2443 - Job log not listed because job not active. 
 Is there any other API to grab commands from the job log of a job in OUTQ 
status without spinning through the actual job log spooled file?
