Your first impression (the answer is no) is the correct one.  Back late
in V2 OS/400 did allow the reverse -- multiple writers to one outq.
There may of course be a non-OS/400 utility that monitors a defined set
of OUTQs (the base code is there to enable this), but I am not familiar
with one off the top.
