ANY is too strong, but "most" would be accurate.  The reason we cannot
say "any" is that C provides for functions to be declared as builtins;
which causes the function to be passed straight through to the backend
compiler.  This allows C users to directly code MI without having to
necessarily go through an exported function from one of the runtime
*SRVPGMs.  If you see that the function you want is exported by one of
the *SRVPGMs referenced in *BNDDIR QC2LE, then you can call it from
ILE RPG.  In addition to MI, this builtin capability can also be used
by C to access various backend supplied functions.

The vast majority of C functions can be called by ILE RPG.  Certainly any of
the Unix type APIs found in the System API Reference can (so long as ILE RPG
can define/work with the required data types that is -- and I'm thinking of
a couple APIs requiring system pointers when I say this).
