The procedure that finally worked was LODPTF followed immediately by RMVPTF *Perm. What RMVPTF was apparently balking at was the fact that it couldn't temporarily remove a PTF that hadn't been temporarily applied. If could however remove the PTF permanently. In my case, since I didn't really want the PTF applied anyway, I immediately followed up with a very satisfying DLTPTF. A word of warning though: Don't DLTPTF before you successfully remove it, because you can't remove the PTF if the save file doesn't exist. You'll end up trying to find it on the tape or downloading it via ECS <grrrrr>.
