For the past 10+ years we've been using a product called EasyMenu from Data
Base Solutions.  It's a file-driven menu system; structure is single-level
(Application/Options).  You have the option of making people first go to
the menu, then selecting an option, or selecting any authorized options.

User profiles are authorized to options.  'Driver programs' allow you to
perform functions before or after you enter an application (ie add/remove
libraries from your LIBL, &c).

At this time the product is an S/38 system; a native AS/400 version is
promised 'any day now.'  The company has recently launched a web site, so I
can only hope the AS/400 version really is 'adn.'

In spite of it being an S/38-native package, it works.  The data base is
sufficiently easy to hack that we have several utilities to hold/release
options/applications, move applications between systems, etc.

I have no idea of the cost.
