There is some big differences.
In Opt. 1 your job "becomes" QSECOFR, any jobs that are submitted are run
as QSECOFR, Any Print screens are as secofr
any jobs you cancel are as QSECOFR.  In essence you have signoned with the
QSECOFR Profile.
Now for Opt. 2  you are still running as yourself but with QSECOFR
authority.

I guess that if you are looking for accountability I would to adopting the
authority.  That way it will be easier to "trace" the users doing's.
