There are several new TAA Tools to do what you want.  CHKJOBDLIB will tell
you if a library is used in a library list parameter of a job description.
(You can give it a specific name, *Generic or *ALL for a given library.)

ADDJOBDLIB will add a new library to a specific position in the library
list job description.  RMVJOBDLIB will...
