Gary -
The message "File Sent to 1 user..." is the first of a 3-part process that
actually sends the file to the remote system.  If you do DSPDSTLOG on the
sending message, this is the ORG function.  The other two parts are routing the
file to the correct DSTQ, and sending it out of your system (the RTR and SND
functions, repsectively).
See if you have these other two function types and, if you do, that they are
*NRM (normal).  If they are not, then check to see if QMSF is running in the
QSYSWRK subsystem.  This job in V3R1 took over the snads routing functions that
used to reside in the QROUTER job.  If it is NOT running, do STRMSF and prompt
on it.  Change the number of jobs to 1 (the default is 3 and is usually more
than you need).  If you have all 3 necessary function types and all are *NRM,
then:
Go to the target system.  If you do DSPDSTLOG there are 3 function types for
each incoming piece.. RCV, RTR, and ARV (go figure).  See if these are all
present and all *NRM.   Probably on isn't (presuming all was copacetic on the
source system).
*ERR entries in the RTR functions generally have a SNADS status code in them.
These codes are in Chapter 2 of the SNADS Guide.
*ERR entries in the SND or ARV functions can imply missing or incorrect
directory entries, or problems with or in the QSNADS subsystem.  More details
are usually in the sender job (e.g. the job called TGTSYS [or whatever your
sarget system's name ie] or in the QNFTP job running in QSNADS.

I am trying to send a file to a remote system using SNDNETF cmd.  The
system has a distribution queue entry and is defined in my system
directory.  I have a passthrough with the system right now.  When I send
the file, everything looks ok, but it never reaches the distribution
queue.  I receive the msg:  Report was send to 1 user, not sent to 0
users.  What gives?!?
