Jon,
My experience has shown that this number varies widely, based on staff 
experience,
productive hours (vs. Fire fighting) familiarity with application. My 
suggestion is
that each site track the effort on current projects, then refine the future
estimates based on the past. As part of this effort, the shop should perform an
end-of-project meeting to discuss any outside factors that affected the time 
spent,
as well as lessons learned. This type of communication will lead to a more
productive environment.
