A bit harsh, no? How about modifying your nightly process to move the
queries into the library of your preference?

Well, you could always schedule a job to run every night which deletes
all *QRYDFN objects in library QGPL.  After a losing their work a few
times they'd learn not to put their queries there.  <grin>
