to right justifify, try this:
 
c            eval     location = *blanks 
c            eval     $work = %trim('   toronto, ontario  ')
c            eval     $start = %len(location) - %len($work) + 1
c            eval     %subst(location:$start:$len($work)) = %trim($work)
