ODBC and Win95

I am receiving the following message in Excel when trying to use the Get
External Data option:

MS Query requires ODBC 3.0 or higher.

I know at one point I had this working.  I think I installed something
that screwed up my Win95.  I do not have the icon for 32-bit ODBC in
Control Panel however, I have configured ODBC in CA V3R1M2.
Any thoughts other than trashing Win95 altogether?
