There is a QUSRTOOL command called CHGLIBOWN...

                                                                          
 The CHGLIBOWN command changes  the owner of a library  and it's objects  
 to  another owner.   If an object  in the  library is already  owned by  
 the  new  owner, no  change occurs.   An  option  exists to  remove any  
 authority of the old owner to the object.                                
                                                                          
 You may  also  specify that  only  a single  owner  of objects  in  the  
 library be changed.                                                      
                                                                          
 The typical use of the command is:                                       
                                                                          
        CHGLIBOWN    LIB(ABC) NEWOWN(JONES)
