First, I agree that SEU still works. So does edlin, I imagine. Neither would be my first choice. Second, CODE/400 was originally produced for OS/2. Crashing wasn't a problem. Third, yes, CODE/400 does allow you to edit print files with them displaying as they really print. You can put header, detail, and footer specs all on the same screen for editing and line up all the columns by drag and drop. But I understand they have now improved the product.
