I haven't looked at this in a recent release but last time I looked you
had to update the file directly from a program that adopted appropriate
authority.  QATMSMTPA was the only file that needed updating.  The
member name is SYSALIASES and it's documented in the TCP/IP
Configuration and Reference Appendix1.2.4.4.1

Our little program just looked to see if the address already existed in
a record in field SMTPDORO and, if not, added the record.  For
automatically added entries we used the form SMTPnnnn and just added one
to the highest one to form the next one.
