As you may have gathered from the bloodshed on Ye Fielde Of Battle, the
subject of automatic tuning is one which is lustily debated.

As some have said, the 'As Shipped' AS/400 configuration uses the QBASE
subsystem, and everything runs in it.  If you follow their recommendations
and use QCTL instead of QBASE, you'll also need to start some additional
subsystems to handle the functions that QBASE includes.  Two of them are:
QCMN, for communications, and QSPL, for printers.  Please refer to the
appropriate manuals (work management, probably) for additional details.
We've mangled the subsystems we use so far that I have no idea what a
'standard' configuration looks like anymore.  (we just got rid of the
'QAPPC' subsystems and started using 'QCMN,' if that's any indication of
where we've been...  (:    )
