Rob:

Are you using your ECS line & modem?  If yes, you have to set it to ASYNC.  If
you have already done that,  run STRITF and watch the modem.  If the TR light
goes on, you've got the right resource name.  Type ATDT 5551212, and see if
Transmit or Receive lights flicker (TD & RD).  If yes, you're talking to the
modem correctly.

You could try to run a comm trace and see what the modem is returning, STRCMNTRC
