Terry, Here in NY, testing has many legal restrictions, so nobody I know actually does testing per se. The employer generally has a "shopping list" of skills that are required/desired. You should be able to go over that list during the interview and see if the candidate is acquainted with them. If you're worried that the candidate will falsely claim knowledge of this stuff, put them on a 6 month provisional contract: if it doesn't work out, you're free to release them without cause. If you're developing that list, may I suggest that a reasonable starting place would be one of the many books on ILE or RPG IV.
