TCP/IP IS available on V2R3.  However, it's the (relatively) poor
performing original version (not embedded in the OS for performance
gains like in V3), and it's NOT priced as part of OS/400 - you must pay
extra for it on V2.
Product # is 5738-TC1 - but of course this is all really irrelevant as
you can't order V2R3 code from IBM any more.  :-)
