I was the guy that asked for, and I asked for it to be supported backwards
by PTF.  The problem is cost.

Both QQRYDEGREE and QQRYTIMLMT were planned and consequently went through
the translation process with the remainder of V3R1.

When I negotiated to get the new system value, they said backwards level
system values via PTF were too expensive to do, so I suggested the data
area as a comprimise.

I wish they had reviewed the design and the name.  The data area should
have been put into an IBM library (QSYS), not QGPL.
