Here is what I have used in the past to do this. We had a product called RCW (Remote Control Workstation). RCW uses twinax emulation (NOT CA400) using a regular emulation board. Then it has its own proprietary comm program load after the emulation. The RCW software gets loaded on the machines that need to dial in, but since it remaps the ASCII table, it looks like garbage to anybody blind-dialing with a program like ProComm or Qmodem. We put the RCW PC on CTL01, port 0, address 0 so it was DSP01 (to the AS/400 this was just another 3196/5251/etc. terminal). The RCW software ran under DOS, on a 286 PC (how many of you have one of those laying around???) and using a 9600 baud modem. The PC was configured to automatically start the emulation and RCW software at boot, so we never had to worry about a power failure, etc. Here's where it gets nice: We were able to dial in, sign on to the 400 and start the SAVSYS, etc. Then you could HANG UP and the RCW software on the PC would keep the emulation open and running. We would dial back in a couple of hours later to check on it and PWRDWNSYS or anything else we needed to do with the system in restricted state. Now you may also wonder how we had a console locally. The RCW software would allow you to use the emulation on the PC. So when we needed a local console, it used the Andrew emulation and keyboard mapping just like as if the RCW software wasn't loaded. I think this feature makes it better than the PCAnywhere option, but I could be mistaken. I'm not sure if the RCW product is still being produced, but if you are interested send me a private e-mail and I will find out who made it and send the information to you.
