And I remember the attribute on the DSPFD that you just posted. I now go back to my earler position that a SQL CREATE DOES do a CRTPF under the covers and that an SQL table is like any other Physical file structure. The only difference I believe is in the File Control Block(FCB) or the Object header, etc. the flag that says this file was created using the SQL CREATE command (SQL FILE TYPE as you listed.) The CHGPF CPP looks at this attribute(flag) and says NO, YOU CAN'T DO THAT.
