Not really true . . . the override will work even with the other file in 
your library list.  Are you sure that the file wasn't already open?  Watch 
the job run and display open file to ensure that it is coming from the 
correct library.

Yes it is possible.  It depends where the file you are overriding 
(CONGRESS) is
in your library list.  If the library it is in is above Y2PAYROLL it'll be 
picked
up.  If Y2PAYROLL is above the library that contains the file you are 
overriding
then it will assume you are trying to override the file to itself and 
crash.

So yes you are right that it can be done via your library list.  It is not
however possible without your library list because you are unable to 
qualify the
file being overridden.
