CISC to RISC - why userdata restore before LIC PGMS? -- MIDRANGE-L

I am wondering what the correlation is between the timing of restoring user
libraries and the installing of licensed program products.  We are doing a
staged side by side upgrade with just enough disk (50 gig vs 150 gig) to
restore our production libraries and our vendor products.  (Actually it will
be the prod data libraries with some of the big history files scaled down for
testing).

Our test libraries, personal libraries, etc won't be installed until after the
cutover  has been deemed a success.  So in that case I'll be installing some
user libraries after the LPP's.

Do I have a problem looming?
