Rewrite ILE debugger -- MIDRANGE-L

Hasn't that already been done? I thought that STRISDB went away with V4
and STRDBG was a source debugger for everything.???! There is a group of
APIs for debugging. I don't really know anything about them though. If
you need more work to do, come work with me. We'll keep you busy. ;)
