There are many cases of user profiles that can't signon but are needed 
run various apps. QTCPHTTP is one that comes to mind. Also, any users 
would use the 400 as a mail server but otherwise don't need access.

Yes - but they can't signon because the password is *NONE, it's NOT 
because they aren't authorized to anything.
