ODBC qserver prestart job ended abnormally -- MIDRANGE-L

Are you starting the protocol TCP/IP first? Our system startup program
looks like this:                      
STRTCP     /* start tcp/ip */
MONMSG     MSGID(CPF0000)

QSYS/STRSBS QSYS/QSERVER
MONMSG     MSGID(CPF0000)
