My first idea would be to check the system values QAUTOCFG
(autoconfigure devices) and QAUTORMT (autoconfigure remote controllers)
and possibly QAUTOVRT (autoconfigure virtual devices).  If these are set
to off then nothing gets auto-configured.  Also there is at least one
Info APAR on configuring Twinax connections on Win 95 and some info in
one of the new Red Books on Client Access 95/NT and Twinax.  Some sites
I have dealt with have had problems with correct versions of twinax 32
bit drivers and the like.
